The Failure of the 28-Point Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble
Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the introduction of a new 28-article proposal for resolving the conflict appeared β temporarily β to have been defused. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of missile and drone strikes on Kyiv.
The Cycle of Negotiation and Warfare
The chain of contrasting events captured the harsh reality of the outgoing year. By day, political struggles are fought: optimistic declarations are issued from different nations. Significant resources is devoted on restraining certain initiatives. By night, Moscow brutally reminds the world that, for them, military action persists as the main instrument for achieving "peace".
Nocturnal Warfare
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor rocket firings from Russian territory, a capability afforded by timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to engage hostile cruise missiles streaked across the sky β sophisticated military planes provided to Ukraine by Western partners.
Moments later, Kyiv's anti-aircraft weapons thundered: defensive missiles fired to intercept a hostile projectile. This was a sophisticated defense system at work, presumably delivered by partner states. Every firing jolts you unexpectedly, shaking the windows. The brief panic quickly gives way to resigned acknowledgment: perhaps the approaching threat won't hit its mark this time, preventing destruction from catastrophe and further power outages.
Continuous Dangers
Not long after, a heavy machine gun engaged a unmanned aircraft in the vicinity, part of a defensive team β almost certainly allied-provided weaponry. Unfortunately, the projectiles didn't strike the enemy aircraft β it pressed on overhead toward its objective.
With pauses, this carried on until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, damage and utility failures in multiple buildings as a result of the evening attack. As typically, everyone still went about their day β experiencing conflict. But those entire period demonstrated Ukraine's vital need on international aid β a reliance that regional partners are clearly incapable to substitute in the near term.
Failed Diplomacy
The detailed framework from Washington provoked deep reactions, controversy and profound anxiety β and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.
Every new initiative from Washington unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually secure success. This pattern will, undoubtedly, persist.
Strategic Calculations
It is tempting to accuse specific actors of persistently promoting Russian terms. But that does not seem to be the entire situation. American leadership functions according to a assumption well known to experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The White House presumes that it is unrealistic to pressure the Kremlin to abandon the areas that it currently occupies in Ukraine's south or east.
The problem is that while acknowledging this situation, American administration does little to deter Moscow, through words or deeds, from assuming that the situation will not change more in its favour in the coming year.
Divergent Views
Therefore, Moscow is convinced that the clock favors them β that Ukraine and its partners are coming close to fatigue. Their reason to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's government remains highly assured in the conclusion.
On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing civilians and areas but averting a entire defensive failure until conditions improve in its benefit.
Present Conditions
Objectively, there are no genuine requirements for a ceasefire. Now, individual motivations are coming into play: leadership ambitions to negotiate peace and secure international recognition, and Ukrainian leadership's twin challenges β on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unsuitable, so that their attention does not shift toward homefront challenges. And although their mission will now be much harder after recent developments, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a mere seven days to kill the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, current information leaks, all did their job.
While new proposals based on previous concepts are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and show specific hesitation to alter the situation, if they remain united and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, largely rely on sustained allied backing.
